Bilateral Cooperation
In 2003 there were realized the following measures aimed at ensuring effective protection of intellectual property rights, regulating matters of sharing rights to intellectual property objects between cooperating parties and reinforcing mutually beneficial trade and economic cooperation, scientific and technical as well as cultural exchange.
On May 15, 2003 the Cabinet of Ministers of Ukraine issued the Decree “On Approval of the Agreement between the Cabinet of Ministers of Ukraine and the Government of the People's Republic of China on Cooperation in the Field of Intellectual Property Signed on November 18, 2002 in Beijing”. The Agreement will come into force upon receiving from the Chinese party the written notice of realizing domestic procedures required therefor.
On March 13, 2003 the Ministry of Education and Science of Ukraine and the Russian Patent and Trademark Office signed the Agreement on cooperation in the field of intellectual property in Kishinev, Moldova, the Agreement having come into force upon signing.
On July 17, 2003 the Cabinet of Ministers of Ukraine issued the Decree “On Approval of the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Bulgaria on Cooperation in the Field of Copyright and Neighboring Rights Signed on January 30, 2003 in Kyiv”.
Now a draft Agreement on scientific and technological cooperation between the Cabinet of Ministers of Ukraine and the Government of the Republic of India is under elaboration. The State Department of Intellectual Property participates in elaborating the Protocol relating to protection of rights to intellectual property objects to be an integral part of the above Agreement. These documents are now under harmonization by the Indian party.
There has been also prepared a draft Agreement on Cooperation in the Field of Intellectual Property between the Cabinet of Ministers of Ukraine and the Government of the Republic of Macedonia.
Besides, the Department is participating in elaboration of bilateral agreements between the Cabinet of Ministers of Ukraine and the Governments of the USA, Turkey, Australia, Zambia, Republic of Guinea and Kuwait on cooperation in the field of science and technology containing provisions on the protection of rights to intellectual property objects.
Now bilateral intergovernmental agreements on military-engineering cooperation are also being prepared. The Department participates within its competence in drafting the following bilateral intergovernmental agreements:

Agreement between the Cabinet of Ministers of Ukraine and the Government of the Federal Republic of Germany on protection of intellectual property and retention of scientific and technical information in the military-engineering sphere;

Agreement between the Cabinet of Ministers of Ukraine and the Russian Federation Government on mutual protection of rights to intellectual work results being used and received within the bounds of bilateral military-engineering cooperation;

Agreement between the Cabinet of Ministers of Ukraine and the Russian Federation Government on cooperation in exportation of defense products (goods) to the third countries;

Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Belarus on joint research efforts and development projects to update and construct weapons and military equipment.
