Cooperation with World Intellectual Property Organization (WIPO)
In the context of implementing the Agreement on Cooperation between the Cabinet of Ministers of Ukraine and WIPO as well as the Framework Agreement on Cooperation between the Ministry of Education and Science of Ukraine and WIPO the following measures were carried out in 2003:
the Regional Seminar on intellectual property protection for scientists and specialists from CIS-countries: “Research and Innovation Activities Support” (in cooperation with the National Academy of Sciences of Ukraine );
the traditional international scientific and practical conference “Actual Problems of Intellectual Property Protection” held in Alushta, Autonomous Republic of Crimea.
Besides, the Ukrainian delegation took part in the 38-th and 39-th sessions of the WIPO Member States Assembly whereat it supported the resolution on Dr. Kamil Idris appointment to the post of WIPO Director General for the second six-year period and participated in approving WIPO program and budget for years 2004-2005 as well as amendments to the agreements WIPO being the administrator thereof. At the 39-th sessions of the WIPO Member States Assembly Mr. Mykola Paladiy, Chairman of the State Department of Intellectual Property of Ukraine was elected Deputy Chairman of the Assembly of the Paris Union.
Ukraine ’s participation in such high-level arrangements contributes to building its positive image in the international arena, improving the national system of intellectual property rights’ legal protection, defining further directions of Ukraine cooperation with such authoritative international organization as WIPO.
In 2003 Ukrainian specialists participated in the work of the following WIPO Standing Committees: Information Technologies Committee; Coordination Committee; Program and Budget Committee; Committee on Trademark Law, Industrial Designs and Geographical Indications; Patent Law Committee; Committee on Rights Protection; Committee on Copyright and Neighboring Rights.
This Ukrainian specialists’ participation in the stated actions was intended to gain necessary information for elaboration of proposals on improving the national system of intellectual property rights’ legal protection, to study recent WIPO trends and to improve mechanisms of intellectual property rights protection.
Besides, this enabled Ukrainian specialists to carry out a series of talks with WIPO representatives on implementing a system for electronic filing of applications for intellectual property objects in Ukraine . During these negotiations WIPO gave consent in principle to render the Ukrainian party detailed assistance in this regard. In this connection in November one of WIPO expert consultants visited Ukraine to study such system’s technical provision and regulatory framework with the purpose of subsequent elaboration of an optimal procedure for its implementation.
Cooperation with EU and WTO
The Department’s cooperation with EU and WTO consists in:

its participation in meetings of the Ukrainian side of the EU-Ukraine Cooperation Committee;

continuous informing the European Committee about measures put into effect in the field of intellectual property rights protection;

its participation within the Ukrainian delegations in multilateral meetings of the Working Group on consideration of Ukraine 's WTO membership application;
-
holding consultations with the European party representatives on the conformance of the legislation in the intellectual property protection sphere to EU laws.
Cooperation with European Patent Office (EPO)
Ukraine ’s representatives participate in every seminar held by the European Patent Office. Thus they took part in four EPO training seminars in 2003.
Besides, Mr. Mykola Paladiy, Chairman of the Department participated in the work of the international conference “Patents and the XXI Century” held on September 1, 2003 in Saint-Petersburg, the Russian Federation . The conference was organized by the Eurasian and European Patent Offices. There were Heads of foreign patent offices, WIPO representatives, Eurasian and European Patent Offices’ management officials among participants thereof.
Participation in such arrangements allows Ukrainian specialists to become acquainted with the European experience in solution of complex issues in the field of intellectual property. It provides an opportunity of building up an effective system of intellectual property rights protection in Ukraine .
Cooperation with the Advisory Panel
of Economic Committee for Europe of UNO (ECE UNO)
On November 11-13, 2003 the Advisory Panel of ECE UNO together with the Department, the Ministry of Education and Science of Ukraine and the US Patent and Trademark Office held an international seminar on intellectual property rights protection for judges, public prosecutors, law machinery and Customs Service representatives, state inspectors and lawyers of Ukraine .
Intellectual property specialists from every region of Ukraine took part in the seminar. Representatives of ECE UNO, WIPO, the National Board of Customs of Finland, the Swiss Federal Institute of Intellectual Property, courts of Germany and the Russian Federation and Northern Ireland Police addressed the audience on the main problems of intellectual property rights protection.
