 The Ukrainian Agency of Copyright and Related Rights is a state enterprise established by the Order of the Ministry of Education and Science of Ukraine No 177 of June 7, 2000 on the basis of the State Agency of Copyright and Related Rights, the former being a legal successor of the latter. It is based on the state ownership principles, governed by the Ministry of Education and Science of Ukraine (the MES of Ukraine) and subordinated to the State Department of Intellectual Property of the MES of Ukraine (the State Department).

UACRR is established with the aim to provide collective administration of property rights of copyright proprietors and/or holders of related rights, especially of such kinds of property rights as the use of objects of copyright and/or related rights in the form of: a public presentation, including over the radio and on television; works’ reproduction by means of mechanical, magnetic or other recording; reproducing; industrial replication of fine art works; reproduction of audiovisual works or sound recording for private profit, etc., to render assistance to the stated subjects on assignment of rights to the use of works of science, literature and art on individual basis, to represent legitimate interests of subjects of copyright and/or related rights in any state structures and public bodies and organizations as well as to fulfill some particular functions by the State Department order.
UACRR is aimed at doing the following jobs:

administration of property rights of authors and other right holders;

collection, distribution and paying of royalties;

conclusion of license agreements with users of copyright objects;

representation of domestic authors and foreign members of copyright societies as well as other copyright proprietors;

legal protection of copyright and court practice;

keeping the state registration of copyright and agreements concerning author rights to copyrighted work;

monitoring application and observation of national laws and international agreements in the field of copyright and related rights – by the State Department order;
-
participation in international cooperation in the field of copyright and collective administration of property rights of copyright proprietors;
-
elaborating and introducing in prescribed manner proposals on improving the copyright laws based on studying copyright practice as well as international experience in this field.
